Mikhail Gorbachev had a very different idea about arms control in SSSR and his policies on the matter did not follow the previous ideas. Soviet ideas were focused on having the advance against the US in various fields, including the military.

However, Gorbachev started rethinking the goals and approaches. <u>He called for the nuclear weapons treaty. He wanted to completely ban nuclear weapons and arms, as he found them to be immoral and something that must not be used in the military conflict. </u>

<u>This significantly changed not only the relationship between the Soviet Union and the US but complete SSSR foreign policy. </u>
