It says to draw 2 cards out of 9 cards, so Sample selection would be 9C2.
Favourable outcome is 2 heart cards, so Favourable selection would be 3C2.
Now the probability would be Favourable selection over Sample selection.
probability =  \frac{3c2}{9c2 }  =  \frac{ \frac{3 \times 2}{2 \times 1} }{ \frac{9 \times 8}{2 \times 1} }  =  \frac{3 \times 2}{9 \times 8}  =  \frac{1}{12}

Hence, option D i.e. 1/12 is the final answer.
