This is one of the best examples of how the principles of separation of powers and checks and balances were incorporated into the US Constitution. Who makes and passes law? It is Congress, nobody else can pass laws. It isn´t the President nor the Supreme Court. This is separation of powers. But at the same time, it gives Congress the right to reject the presidential veto and promulgate the law with a vote of two-thirds of its members.
