Uhh- i just graphed the ordered points and it indeed formed a rectangle. I counted how many units are around the rectangle cus thats what perimeter is. Its 32 units

Between point y and w are 9 units and between z and y are 7 and you add 7 + 7 because a rectangle has two sides as the same size and then you also add 9+ 9 and after that you add both results and there is the answer
