Let, the probability that he either hits a Bull’s eye or scores 10 points is P. Thus,

P=\dfrac{1}{10}+\dfrac{3}{10}\\P=\dfrac{4}{10}\\P=\dfrac{2}{5}

Hence, the probability that the John either hits a Bull’s eye or scores 10 points in the game of darts is 2/5.
