This is really simple if you understand it.
The rule (x,y)--->(x+8)(y-3)  just tells you to add and subtract all 4 coordinates.

For example, the 1st coordinate -7,-2 . Add 8 to x (-7). 8-7 = 1  
Subtract -3 from y.  -2-3=-5
