Answer: It could have been different if we had never had a constitution, or never started being governed under the articles of confederation.

Explanation: Things would've been different is we didn't have the constitution or articles of confederation because we would've never had the strong government that we have today because things would be so different we wouldn't be able to raise money, declare war, or keep a army. James Madison is who got us here because he thought we needed a stronger government in the first place.
