1. God doesn't want you to make decisions based on these deadly sins, for them to take over your life. He would much rather you give your attention to him. And about the "third and fourth generations of those who hate Me", could be that he's referencing to the generations he had to wipe out because of them abandoning Him and becoming evil and spiteful.

2. I like to think it was because he wants his creations to have free will, so they have the right to make their own decisions, even if they may go against Him.
