(b) How many sets of cups and napkins will there be?

Again,

Number of packages of cups should buy = \frac{24}{8} = 3

Number of packages of Napkins should buy = \frac{24}{12} = 2

Hence

Number of sets of 3 packages of Cups and 2 packages of Napkins will be there.
