The reason for the veto was that, Lincoln believed it was too harsh on Southern states, and it would impede the programs of Reconstruction. Among the things that was instituted by the bill, proposed by Senator Benjamin Wade of Ohio and Representative Henry Winter Davis, of Maryland, was that for a previous Confederate states, re-admittance would only be accepted if: at least 50% of their white males took an oath of loyalty towards the union and the other was that states would be required to grant their former slaves, the right to vote.
