At that time, many of the slaves from Virginia colony decided to ran away from the plantation. They risk everything for this decision, including the fact that they will be hunted down by mercenaries hired by the slave owners to bring them back to the plantation.

At that time Governor Montiano of Florida allowed these runaway slaves to seek protection inside the Fort. They were provided with foods, shelter, and various jobs opportunity afterwards.

Every state involved in the negotiations for the Constitution had varying degrees of worries with a too powerful Federal government. The Bill of Rights was obviously meant to place restrictions primarily on the federal authority, the Supreme Court ruled (see Barron v. City of Baltimore (1833)). States and state courts were free to enact such legislation at their discretion.

So, it makes sense that Biden would try to find a position for Rice that does not require Senate approval.
