Website refers to the collective name used to describe series of web pages linked together with the same domain name while a webpage is the individual HTML document (single page) that makes up a website with a unique uniform resource locator (URL).

It encourages the uprising or rebellion against the government. It is a criminal offense to practice seditious speech.  Seditious speech can be both written and oral. The Sedition Act of 1798 was enacted to prevent the newspapers of the day from openly criticizing the government or its actions. It is interesting to note that the Sedition act is very similar to the act preventing espionage.
