NO, I tend not to believe so.

Harry S. Truman executive order, the Truman Directive” which was issued on December 22, 1945, faced congressional disorder for close to 3 years after the war ended and nearly 17 months after Truman’s state of the Union challenge in 1947. It was finally signed on June 2, 1948 and the Senate passed the refugee bill.
However, the period between which "Truman Directive" was issued and when it was finally signed in 1948, more displaced persons were admitted to the US than before, but the overall number of immigrants did not increase. About 22,950 DPs, of whom 2/3rds were Jewish, entered the US between 1945 and 1947 under Truman Directive provisions.
