Answer:

4x-2y=3

Get into y=mx+b

-4x on each side

Then divide by -2

y=2x- 1.5

Now if a line is parallel to another line the slope will be the same. If perpendicular the slope will be the negative reciprocal. As you said it is parallel the slope is 2.

y = mx+b

y = (slope)x + y-intercept

y= 2x + 1
