Okay so, I know Philip II strengthened the Catholic Church, strengthened Spain as foremost power in Europe, and it's said that he was very devout. This leaves the answer "He opposed or went against the Arts in Spain". He seemed quite close with Spain so it doesn't seem right that he'd go against the arts in Spain so I'd say it's answer D.
