- House of the Senate:  Each states have two people that they can put in this house.

- House of the representatives: The numbers of people that each state can put in this house is depended on the number of their population.

Because of this, Many small states (who do not have a lot of population) believed that this design will be very bad for them and rejected the idea. So, a compromise was proposed. The small states will agree to do this if the bigger states agree that they will count "Slaves" that exist in small states as 3/5 part of the population.
