Adolescence is not the appropriate time to have children. This is because the instability at this point in our lives is very high. When we are teenagers we tend to have little emotional stability (we are still developing our subconscious), we have no financial stability and much less stability in relationships. Right now we are totally dependent on an adult and we don't have the minimum that should be offered to a child. That is, this is the worst time to have a child.

However, when we are around 20 (or more), we live a more stable and balanced life span. Many of us already have financial independence, emotional stability and strong, secure and stable relationships. Although the right time to have children is private to every citizen, around age 20, we can already think of having children, as it is the moment we can raise a child comfortably.

Yes, if people have addiction history in their lives or their family history they should not be able to purchase large amounts of these products. Tobacco should have more restrictions against 18 year olds, even though they cannot legally purchase it many still do.
