The United States is the biggest source of foreign aid. The plans developed are primarily intended for economic development. Other goals are fighting disease, backing up neighboring countries and implementing disaster relief. Although, evaluation of its effectiveness might sometimes be volatile. The measure of its effectiveness could be based on how its purpose was accomplished effectively.
Right before the 20's started World War I happened, so many of the young men of the world were apart of that war and saw horrific things. So after the war they wanted to forget so they had as much fun and parties as they could.

Much of the press in New York began to demand De Lôme's resignation, and Hearst's </span>New York Journal<span> began a "Go Home De Lôme" campaign. These campaigns did, ultimately, lead to De Lôme's resignation. De Lôme’s unflattering remarks about McKinley helped fuel the United States of America's aggressive, warlike foreign policy.</span><span>[citation needed]</span><span> Two months later, on April 11, 1898, McKinley delivered a war message to Congress asking for "forcible intervention" by the United States to establish peace in Cuba </span>
