Governments around the world formed through social contract and consensus among individuals a very long time ago. Throughout the centuries, many governments have developed and transitioned according to the need to of the times and they are still changing to this day as well.

Modern governments are different than governments from long ago because governments keep on changing consistently. If we look into one of the first established governments of human history, the Athenian government, we can see that governments functioned directly according to the majority. Each citizen had equal voice in making laws, decision making, etc.

Whereas modern governments are based on representative form of government where people elect their own representatives to address their voices. This is because there have been an immense increase in population, demands and needs of the people.
