Madisson's purpose was to show the relationships that these terms have within the country. By defining these terms it allows people to understand how the policy should be carried out within the national territory and how to work to reduce the harms of these terms and highlight the benefits.

We cannot understand the functioning of a system and be able to combat the problems it presents, in addition to stimulating the benefits it presents without being aware of the concept of its terms, the relationships between them what they cause within that system.

For this reason, Madison in Federalist 10, decided to conceptualize terms such as faction, pure democracy and republic. This way, citizens would be informed about the relationship between these terms, the results achieved with them and how to use them to always promote the good of the nation.

The higher court may reverse the decision of the lower court in part or in whole or may let the decision stand. In certain instances the higher court may send the case back to the trial court for further review.

Appeals made to the US Supreme Court require a loss at the federal court of appeals level and the filing of a Writ of Certiorari. These appeals are considered discretionary appeals in that the Supreme Court has the discretion to decide whether they will hear the appeal or not.
