there must be the value 100% which equals the 70 students

the problem told that 40% of them are sixth graders while 20% are seventh and the rest are eighth so

100-(40+20)=40

if you didnt get it here another way:

40%+20%=60% which is the percentage of seventh and sixth graders together

the rest of the 100% is the eighth so you should subtract the 60% from the 100% which is "40%"
