More specifically, laws are created by the Legislative Branch of the Government, and these laws are created to regulate a person's behavior whether by restricting some activities or by giving their right to perform certain activities.
For example, in the U.S., Americans citizens have some civil duties such as obeying the law, be loyal to the U.S., to serve in the armed forces when called, etc. And they also have the right of voting, expressing, to have an impartial jury when in a trial, to be protected from unreasonable searches and seizures, among others. In order to live in a more peaceful and just society, Americans tend to regulate their behavior according to these rules.
