Yeah at first I was confused too until my teacher said its the same as

1/3 c = -2

Then its multiplication. So now to divide out a fraction you multiply both sides by its reciprocal which 1/3's reciprocal is 3/1 (also just 3)

So therefore

c = -2(3) = -6

Explanation;

Its laws of fractions but to turn 1/3 into one you multiply the numerator by 3 which is 3/1 or just 3 because 3/3 = 1. What you do to one side you do to the other so therefore you'd multiply -2 by 3 as well.
