3y = 2x + 10
Y = 2/3x + 10/3
Perpendicular = opposite sign and reciprocal slope
Y = -3/2x + b
-10 = -3/2(10) + b
-10 = -15 + b, b = 5
Equation: y = -3/2x + 5
