John Locke in his second treaties of government said that all the people are equal and have equal natural rights in a state of nature in which they live free from outside rule.

John Locke's ideas strongly influenced the part which suggested to give equal rights to men and certain basic rights which were to be protected by the government. He also suggested that people must revolt against the government if it does not protect their right to life, liberty and property. John Locke claims that in the state of nature there is a "law of nature" and no one's life, liberty or property will be safe because of the absence of government and constitutional laws to protect them.
