The main cause was the World War I Peace Treaty, the Treaty of Versailles. The Treaty of Versailles is responsible for World War II for a number of reasons including, providing false hope, pushing things too far, the cause of German reparations, redrawn boundaries, and the creation of weaker nations. although there are other small reasons the treaty was a big turning point in the development of the war.

In general, the Bill of Rights limited the powers of the King and Queen to the law, guaranteed people certain individual rights and gave more power to the Parliament in the reign's decisions, for example, the king now needed the Parliament's consent to set aside laws, maintain an army in peacetime and collect taxes.
