What tensions if any between national unity and state sovereignty exist today
zlopas [31]

Anti American protests started in Afghanistan and Iraq, there is a growing debate about the extent to which the United States,United Nations,China  and other international institutions should intervene in the domestic affairs of weak and ineffective states.Non aligned states have expressed fear that military interventions by major power states may become a growing aspect of the post 9/11 world.Relations between the world's most powerful states have become strained over the coercive actions of the US in Afghanistan and Iraq.Same way China has captured Tibet,Hong Kong etc by force.US policy makers have countered that the use of military force as a preemptive measure is a necessity in a world where terrorist threats have overshadowed  concerns of more traditional forms of state violence.

Which taxes hit the poor hardest—those of local, state, or federal governments?
Sedaia [141]
The taxes which hit the poor hardest are those of local and state governments.
Federal government taxes are progressive, which means that people are taxed based on their income - this means that rich people have to pay higher taxes than poor people. On the other hand, local and state taxes are regressive, meaning the taxes are based according to the service bought - it's the same for the rich and the poor, but given that poor people earn much less money than the rich, they will be affected more direly.
