Agriculture is the practice of farming, therefore it will help them produce more food and beat the food shortage. So Agricultural assistance will shift their focus on farming and grow their own food. Also growing food could lead to trade with other country's which could also help the food shortage.

The maturation of the prefrontal structures correlates with the development of the cognitive functions.
