Lid on Nikki's container can hold 4 fluid ounces of detergent.  So, number of lids full of detergent Nikki have is

\dfrac{192}{4}=48

Difference between number of lids is

64-48=16

Therefore, Scott have 16 lids more than Nikki. Hence, the correct option is B.
