The easiest way to divide fractions is with KCF: Keep, Flip, Change. 
You start out with $\frac{9}{10}$ divided by - $\frac{3}{5}$
The way to use KCF is by Keeping $\frac{9}{10}$, Changing the division into multiplication, and Flipping - $\frac{3}{5}$ to be - $\frac{5}{3}$. 

You now have $\frac{9}{10}$ times - $\frac{5}{3}$

Multiply $\frac{9}{10}$ times -$\frac{5}{3}$ 
You now have - $\frac{45}{30}$, which simplified is - $\frac{9}{2}$.
If you make that into a mixed fraction, you will have your answer of - 1 $\frac{1}{2}$.
