The rule is (x,y) -> (x + 5, y)

For P':
(x, y) -> (x + 5, y) = (4, -6) -> (4 + 5, -6) = (9, -6)

For L'
(x, y) -> (x + 5, y) = (-2, 1) -> (-2 + 5, 1) = (3, 1)
