multiply the exponent into the parentheses, (a^{b} )^c = a^{bc}

(6x^{-2}y^3)^{-3} = 6^{-3} x^6y^{-9}

now move the negative exponents "downstairs"

6^{-3} x^6y^{-9} = \frac{x^6}{6^3*y^9}

negative exponents in denominator move up, in numerator move down

simplifying now

\frac{x^6}{6^3*y^9} = \frac{x^6}{216y^9}

the other way to do this is to move the entire inside down, then multiplying the exponent, like this

(6x^{-2}y^3)^{-3}=\frac{1}{(6x^{-2}y^3)^{3}} =\frac{1}{6^3*x^{-6}y^9}

then move things up and down

both ways will get you the same answer
