Solution:

The lines of longitude run from north to south, measuring distance from east to west of the prime meridian. The line of longitude are used to measure time.

Each 1° = 4 minutes

Change in degrees (we add since it is west and east) = 45° + 90° = 135°

Change in time = 135 * 4 minute = 540 minutes

change in time = 540 minutes = 9 hours

local mean time at 90°E = 12 noon + 9 hours = 9 pm

The federal government was weak under the articles of the federation, although the articles of confederation only provided for the continental congress at the federal level with the power to make laws but lacked the power to enforce the laws. At the constitutional convention, a new constitution was drafted and grants more powers to the federal government. The New constitution allows checks and balances by dividing the federal government into three branches which include Executive, legislative and judiciary.
