With that being said, there are many antibacterial soaps that can help kill the bacteria on your hands, so the wound will not be infected. If you do not use water, use hydrogen peroxide. If I had to choose I would have said A, he's going against telling his family that he believes it's important but as well as that his disregard to commitments can always make you feel like you're slipping away from your own judgement of character and in result has made himself feel bad about telling his family one thing and doing another.
