Prions can be described as mis-folded proteins which infect the body. When found in an animals brain, they cause severe neurodegenerative diseases. Prions replicate by inducing benign proteins due to which they refold into abnormal shape. The mechanism has not fully been understood though.

Stare Decisis refers to the legal doctrine wherein a Judge lets a previous ruling or precedent stand.

However, Judges are not always correct and understandings regarding what is Constitutional are not always static.

The classic example of this is the notion of "separate but equal." In Plessy v. Ferguson, SCOTUS ruled that separate but equal was constitutional. Courts relied on this decision using state decisis for years until the ruling was challenged and overturned in Brown v. Board of Education wherein the ruling was overturned.

Why did the United States strive to maintain in European conflicts?

It was their neutrality.  They were still in the process of building a country.  Setting up laws and meeting the needs of the people were their primary concerns.  As much as possible, they avoided conflict as much as they could.
