I think the possible way that the percentage vote of a country is different to the next random sampling to the other data table is its population in each country. In the first table i think Malta has the edge to this table data and place in number 1 but to the other data table the country was left of.
A = 180(n - 2)
a = 180n - 180*2
a = 180n - 360
180n - 360 = a
180n = a + 360
n = (a + 360) / 180
Numerator for fraction above = ( a + 360), denominator = 180
Let's use the furthest left point on the triangle to figure out the translation.
Blue triangle = (-5,1)
Black triangle = (-3,-1)
To get from -5 to -3 we moved the triangle 2 units to the right, which means that we added 2.
