Classical Roman civilization is one of two ancient civilizations that has an unremarkable contribution to Western civilization. This is reflected in architecture, art, literature. Famous Roman orators are Cicero, Horace, Virgil. While the Olympic Games are an inheritance from ancient Greece, Roman law represents the basis of almost all of today's legislations of the Western civilization. However, it does not rely on natural rights, it is a characteristic of Enlightenment and Humanism,  but to civil law. As the Roman Empire spanned a large part of the territory of Europe, it is unlikely that the residents  of the empire took part in the election of ruler. What this empire knows is the construction of roads and infrastructure projects for the benefit of the public, as a water supply system, a system of fertilization, which is a model, a pattern that is still used today in a much more advanced form.
