In a democracy, every person's voice matters, and they are able to put their own ideas into the government via voting. So, it is very important that individual rights are respected so that everyone can voice their opinions. Strong military forces are not needed to start a fair and equal government and tend to be found in non-democratic institutions. Additionally, one-party systems don't make for a good democracy as it does not represent everyone. Finally, if an economy is based on agriculture it is difficult to get enough job specialization for democracy to go well.
I believe this policy is good, because if the government were to support a particular church, they would have to support all churches to insure religious equality, upon which the country was founded.
