The answer would be C. If you divide 18 by 48 you would get 0.375, if you divide 27/72 you would also get 0.375. This shows that both are equivalent to each other.

The answers are using the distributive property. The distributive property multiplies both the numbers inside the parenthesis by the number that's on the outside of the parenthesis.
6x3 = 18, 6x4x=24x.

Lucy packs plates faster she packs 5 plates every minute. Mike packs 4 plates every minute because 3/4 of an hour is 45 minutes, then you divide 180 by 45 and the answer is 4 per minute. 
Franco would have to pack 90 plates every 20 minutes (1/3 of an hour) for his rate to be between Lucy's and Mike's. Lucy's rate is at 100 plates per 20 minutes because she can pack 5 plates every minute. Mike's it's at 80 plates per 20 minutes because he can pack 4 plates per minute. So that means that For Franco to be in the middle he has to pack 90 Plates every 20 minutes.

What you are trying to do is a nice way to solve this problem. Without knowing any physics, you are using what math you know to get the answer. You are actually very close to being correct, and you are right. You do have to divide by 60.

Here's why and it is the one bit of physics you have to know.

The speed is km/hour. That word hour is the culprit. Your time is in minutes and you have to get it into hours. In physics, the units have to be consistent.

So ...

b1 = 19 minutes which is 19 min [1 hour / 60 minutes] = 19/60 = 0.31667 hour

b2 = 26 minutes which is 26 min [ 1 hour/60 minutes] =  26/60 = 0.4333 hour

h = 40 km/hour

Area = (0.31667 hour + 0.4333 hour)*40 km/hour /2

Area = 0.75 hour * 40 km/hr //2

Area = 15 km
