Well if this is for school ill give you this. People have a abillity to vote or not. its it not a law that you have to. maybe your friend is sick or your busy to do somthing. but if your just talking for debate ill say its there reasons to not vote.
They are both right because Barack Obama was the one who elected the justices into the Supreme Court but they are of course in no way connected to Barack Obama except for the fact that he was the one who elected them into the court.
