At a first glance it seems easier to accept public administration as an art. It is just the administration of Government affairs and for most part it does not follow the laws of Science like absence of normative value, predictability of behavior and universal application.

Veamos primero las ventajas. Los pactos internacionales son firmados para que los países participantes actúen en correspondencia con los lineamientos que fueron acordados. Por eso hay negociaciones que contemplan los pro y los contra de las decisiones que se van a tomar.

Una ventaja sería homologar criterios de aplicación de una medida para que todas las naciones respondieran de manera similar para estar en armonía con las otras naciones.

La gran desventaja es que cada país es diferente. Hay países de primer mundo que tiene los recursos financieros para enfrentar una situación de emergencia con cierta facilidad. Pero los países del tercer mundo o desarrollados no cuentan con el dinero para brindar apoyos ni respuesta eficiente a sus ciudadanos. Es por esos que deben respetarse las circunstancias propias de cada país.
