what point it it the top one or the bottom one?  

If its the top one- In decreases then increases it's end point of decrease would be 1

if it's the bottom one- it just has a really steep decline. its end point of decreasing is -4

Not sure what you mean by solution since that’s already simplified and inequalities don’t hav coordinate points as solution.
But -4<-3 so that point wouldn’t go into the “shaded area” of that inequality.
