It means that one government controls the whole population of people and the only way they can do that is to be voted in.  The best characteristics of a democraitc is that the rules for the country are directly elected by the people. which means it is the government for the people by the people.

4 a form of democracy in which people vote on policy initiatives directly. Representative democracy  is a type of democracy founded on the principle of elected officials representing a group of people, as opposed to direct democracy.
