  • According to the 1976 National Emergencies Act, the President is able to activate some special powers whenever there's a crisis. In such a case, the President has to inform Congress about the intention to declare a national emergency.

  • According to the 1988 Stafford Act, the federal government was given the authority to provide assistance to states when there's an emergency or disaster.

In conclusion, in both cases, the President has to inform Congress about his intentions. This is done to limit the emergency power of the President.
