Depends, rise over run could be considered a fraction, or if it's a number that has a whole number like one and 3/4 then you just plot the point to the best of your ability. In other words guess.

For example, if it’s 1/2, mark a dot and graph it in the middle, and so on and so forth. Be creative with it! use a ruler or other nearby tools! try to get it as spot on, especially if your teacher grades on pure accuracy.
