<em>Yes,</em>while executing forehand strokes,the left foot and left shoulder should approximately towards the table when you are playing <em>Table Tennis</em>.

When your left foot and left shoulder is almost towards the table,you may generate power from your right hand for a topspin,shot,chop or any other option you chose.I have attached a photo which proves the logic of left foot and left shoulder facing towards the table.<em>Photo attached for evidence.</em>

I believe it should be Half-a step towards the table.
You need to generate force when executing the forehand strokes by using using your left foot as a pivot and snapping your right shoulder.
During this process, you need to maintain at least half-a step so your body does not touch the table
