The sympathetic division of the nervous system is active under the fright and stressed conditions. In the stressed conditions the body becomes more alert and active.

Before race the body and mind is under stressful condition to give its best. Under the stress conditions the sympathetic nervous system controls the heart rate and other mechanism.

So, before race the sympathetic division of the autonomic nervous system becomes active.
