3y = 2x - 9

y = \frac{2x}{3}-3

This means that the slope of the second line = \frac{2}{3}

Using the formula y-y_{1}= m ( x - x_{1} ) to find the equation of the line , we have

y - (-1 ) = \frac{2}{3} (x - 4 )

y + 1 = \frac{2x}{3} -\frac{2}{3}(4)

y + 1 = \frac{2x}{3} - \frac{8}{3}

y = \frac{2x}{3}-  \frac{8}{3}  - 1

y = \frac{2x}{3} - \frac{11}{3}
