The population decrease would mean that the demand for prices would decrease for clothes changes in quantity would probably increase unless something happens with the consumers money than that is another problem unless a wage has been decreased. The clothes need to be decreased until the population increases so it can be described as a unit elastic then consumers can buy less instead of more.
