m = (8 - 10)/(14 - 5) = -2/9

this slope is the opposite sign, and inverse of the first equation's slope.  Therefore, the line is perpendicular.

y = mx + b

8 = (-2/9)(14) + b

8 = -28/9 + b

11.11 = b

y = (-2/9)x + 11.11
